HYDRAA Warns Homebuyers: Full Due Diligence Before Buying Any Plot in Hyderabad

The Hyderabad Disaster Response and Assets Protection Agency (HYDRAA) has issued a strong public advisory urging prospective buyers to conduct complete and careful verification before purchasing any plot, house site, or residential property in Hyderabad.
The advisory specifically warns buyers to check whether a property falls within the Full Tank Level (FTL) zone of a lake or water body, and to carefully scrutinize even approved layouts and plots being sold with house numbers or bye-numbers before proceeding with any transaction.
What Is the FTL Zone? Why Does It Matter?
The Full Tank Level (FTL) refers to the maximum water level a lake or reservoir is designed to hold. Any construction or sale of land within this boundary is considered illegal and subject to demolition by HYDRAA.
Even if a layout appears to have government approval on paper, if it encroaches on FTL or buffer zones of a water body, the structures built on it can be demolished without compensation. This has been the fate of multiple layouts across Hyderabad in recent years.
What Triggered This Warning?
HYDRAA Commissioner A.V. Ranganath conducted a Prajavani (Public Grievance) session at HYDRAA headquarters, during which 48 complaints were received from citizens across Hyderabad. Key grievances included:
1. Aminpur Lake Layout Submerged
Representatives of the Secretariat Employees Housing Society Welfare Association complained that their entire residential layout in Aminpur had been submerged by the lake — a cautionary tale of what happens when FTL boundaries are ignored.
2. Parks Encroached by Prayer Halls — Kapra GR Reddy Nagar
Residents of the HMDA-approved GR Reddy Nagar layout in Kapra complained that unauthorized religious structures were being built inside a designated park area.
3. Park Land Grabbed in Balanagar — Shobhana Colony
In Akshaya Enclave, Shobhana Colony, locals have already illegally occupied about 200 square yards of a 1,700 sq. yard park, constructing sheds and running businesses there. Residents urged HYDRAA to take immediate action.
Buyer's Checklist: What HYDRAA Says to Verify
- FTL / Buffer Zone Status — Avoid buying land near lakes that can be demolished
- HMDA / DTCP Layout Approval — Ensure the layout is officially sanctioned
- Park & Open Space Allocations — Check if the plot encroaches on reserved areas
- House Number & Bye-Number Authenticity — Fraudulent numbering is used to sell unauthorized plots
- Encumbrance Certificate — Confirms no legal dues or disputes on the property
- Title Deed History (Patta) — Ensures clear ownership chain
Why "Approved Layout" Is Not Enough
Even an HMDA-approved layout does not guarantee safety from demolition or legal trouble. Buyers must independently verify that:
- The specific plot is not in a lake's FTL or buffer zone
- Parks and open spaces haven't been encroached
- The seller holds a genuine title deed
- The house numbers or bye-numbers are authentic

HYDRAA's message is clear: do not rely solely on a builder's or agent's word. Before signing any agreement or paying any advance:
- Visit the site physically and check proximity to water bodies
- Verify documents with the Registration & Stamps Department
- Cross-check the layout on HMDA's GIS portal
- File an RTI or approach HYDRAA directly if in doubt
